Should fixies not have horizontal dropouts (well, fixies should not have a 'dropout'), should be same as on track bikes?

The problem comes in when you try to tension the chain, in this case you can do it to a point.

When you have vertical drop outs it can be a problem. this is when you would need a tensioner system.
