I think the keep left rule applies in the NH as well, I've noticed that they keep left on escalators and pavements in the US as well as in the UK. I would say the descender. It's much easier for the ascender to just quickly get out of the way or stand still then the descender getting out of the way. Ah, but what if the ascender is a novice that's unable to restart or remount on a singletrack climb? Surely it's easier for the descender to continue after a possible stop or dismount?

I was going to suggest mountain biking, but then I remembered you're in Angola... I reckon riding into the wind regularly is effective in improving strength, which can help with climbing but won't replace the value of training on climbs.
