You need high and consistent quality line speed to watch IPTV (live tv) and is probably being watched by many users which contributes to the inconsistent experience. The original stream quality may not be great either. For best results use a wired connection and maybe buy a day pass from one of the paid IPTV services. It's about the only time where a change of buffer settings MAY (unlikely if you have slow connection <10Mbs) make a difference. The looping is probably your buffer replaying as it's full (or not quite) and the data stream is either too slow or is being interrupted and not overwriting the data contained in the buffer.. It's not quite the same as streaming a file from a server; many more variables to take into account.

If any pedestrian gets pissed off 'cos I'm riding a bike responsibly on a shared usage path, I tend to remind them that bikes have just as much right to be there, so they should be aware. I've had a pedestrian walking in the middle of the road get upset at me for riding my bike in the road! She said something like " Why don't you have a car?" Try not to get too upset. You don't want to lower yourself to their level.
