Referring to the stem clamp diameter. The stem clamp I have will take the "normal sized" bar - 25mm - 26mm. Most modem bikes have oversized bars & stem clamps - 31.8 mm. The stem needs to be a quill stem. I think the chances of finding a quill stem with a oversized clamp are 0.

I tried with then uncut upside down. They were not very comfortable. I think this is because the horn bit is short. If I don't find one, I'll just cut the drops that I have, but this is my last option.

Unfortunately I only run with the back wheel in the picture. I'm too much of a pussy to ride it without a brake, and I don't want the brake to mess up the decoration on the wheels, so I'm riding it with a boring Shimano wheel on the front.

The efficiency gain is negligible. On a car, if the wheel is not balanced, it causes the energy to be dissipated into the damper and the tire. This does happen on a bike but it is much less energy that is dissipated, because there is no damper (for road bikes) and tires are at a much higher pressure. I would like to do the maths sometime to actually calculate how mach the energy loss actually is.

I would really like to have bullhorn bars on my fixie. It's been suggest to me to cut the existing drop bars, but I'm not keen on this. I've been round to a few LBS but none of them have. (If they do it's always oversized.) Anyone know where I can get a non oversized bullhorn bar? Or, does anyone have a pipe bender that I can use to make my own? Sure. But I think that SAIDS needs to to look into why the delay happened, and if it can be avoided in future.

I don't think that anyone is suggesting that the result should be delayed further. Just that ideally it should have not been delayed at all.
