PROBLEM IS YOU catch him tomorrow he is on the street doing the same again, i think the catching part is the easy part,

its getting the clown to actually spend time behind bars,

I hear you. It's just so frustrating seeing what can be done, but it not being done because of a lack of resources or will. Proper police work and prosecution will almost surely secure a conviction if guilty.

What frustrates me is that public key cryptography technology (e.g. ssl, pgp/gpg) could be utilized to to make it easy to verify transactions quickly. This would go a long way to combating this type of scam. This technology has been available for many years, but yet the banks seam uninterested in using it.

CLEARLY there is a benefit for them otherwise they would use it, more than likely a couple of million rand excuses worth of fees

This happened to a friend of mine at the exact same KFC but he was selling a camera. I really don't mean to be rude but how can people trust an sms from an unknown number? Surely you check your actual bank account before releasing the goods. My friend released his camera to the guy because he got an sms from "the bank" saying money is in. its not hard to copy an sms the bank has sent you and then send it from one of the bulk sms services out there so that the number looks all long and official.

So lets recap.

The only safe way it seems is to get the sms, immediately draw ALL the cash from your account (that way you know its real money) and then re deposit it immediately so you arent robbed.

Holy crap.

IF YOUR ACCOUNT WAS STANDING ON ZERO OR YOU WILL BE DRAWING YOUR OWN CASH,,,,,AND I AM SURE YOUR NEW " FRIEND" WILL THEN MAKE OFF WITH THAT TOO

"A fool and his money are soon parted"

Either you take folding notes or you keep the merchandise until the money CLEARS into your account so that you can transfer it out. In today's times of photoshop and every other form of electronic scam (Think bulk sms type messages) out there you really should know better....
