It does. From National Road Traffic Act, Chapter VI, Part II, 207:

This was enacted in 2000, so the 3 year grace period is long over.

Stupid law if you ask me, but still law.

Yes, logically it should not, but there have been cases in the UK where cyclist involved in accidents where the motorist was at fault, have had "findings of contributory negligence" against the cyclist because the cyclist was not wearing a helmet. Some details of cases here: http://www.cyclistsdefencefund.org.uk/cycle-helmets-and-contributory-negligence/recent-cases I don't know of any precedence in South Africa, but I still worry that it might become the case.

Yes - I'm being optimistic that the driver will be caught.

Its a straightforward criminal case of negligent driving it would appear.

Contributory negligence is always part of the equation in a civil damages claim but irrelevant in a criminal prosecution. All it would do in a damages claim is affect the amount of the claim, if it could be shown that the riders head injuries were increased or caused by the absence of a helmet. There isn't even an indication that the rider hurt themselves, never mind suffered a head injury, or have I missed it?

Quite a few people with some serious issues on the roads

Indeed, just wanted to point it out. I have experienced some aggro drivers, but nothing like what is in the clips.

I guess avoidance is better than confrontation, especially when on a bicycle, if it can helped that is

Except for the rhino, he is acting normal

Yeah but that rhino video does has a Hilux driver in it, and there is about a 99% chance that dude has issues too.

1:42 has got to be the most legendary fuel stop i have ever seen!

The funny part was how just casually hops out and pulls the taxi to a stop.  Like he has done this before.  :w00t:

The Velo group in PTA also had an incident this morning. Luckily no damages or injuries.

We cycle with a back up vehicle and heard a car hooting, 20 seconds later he cam passed just to break in front of us to turn left, also stay on the road in the way of the group longer than needed to be a nuisance.

We carry on again as he actually turned into the police station. My thoughts: Maybe something happened and the guy is distressed as he needs the police hence he could not wait for a minute. Secondly maybe he is in the police service and then we need for God to save us all.

Then 2 minutes laterr he come passed us on the left side of the road, shouting that we must watch out for him, then as soon  as he are level with front guys he makes uturn in front of us, do not think he even looked at the cars coming from front as did not miss them by much and could have caused a big crash, then sped of shouting we need to watch out for him.

Maybe we need to avoid the road for a while?

Since there were multiple "events" in a short space of time ... did someone get a license plate?

I think someone did get a license plate but is it really of any use since thankfully it didn't really end in any damage or injuries (though it very easily could have and very nearly did) so is there really anything to report other than a guy driving like a hooligan and would the police even care about such a report?

I think just to go lay a charge at the police could be a problem but I sometimes wonder what it would cost to work through a lawyer and lay a charge.  This man has threatened your lives and endangered it.  Somewhere somehow people must be held accountable for their actions.  Even if it means a civil lawsuit.
