Is 40/28 front chain rings paired with 11/34 cassette in the back workable on a XC race bike or too tall?

Thats too tall.

I ran 40/28 and a 11/36 rear at Joburg2c a few years ago. I cried some little tears on one or 2 stages specifically but on the flats it was awesome.

For XC that ratio is gonna hurt unless you are some monster named Jaroslav

I used to race XC/XCM on a 40/27 11/36T and never had any issues but then that's at the sharp end.

I would keep the rings and get a 11-36 cassette. I guess it's going to be a high end bike so the rider should be able to match the machine.

It's not ideal for XC but will be fine for XCM.

I ride a 1 x setup with a 34t up front, 11-36t rear cassette, 29". Honestly, if I had lower gears that just open up a window of opportunity to ride slowly so I'd rather not.

The bike in question is a 29" S-Works Stumpjumper hardtail that I am busy building. I have a crank and cassette in that configuration so was wondering if it will work. Not sure about rider spec as I am building the bike as a project that will be sold.

That's a huge ratio - rather go 24/38 and 36/11 - unless it's for an elite rider in Bloemfontein.
