and some tjop will buy this and insert about three centremeters of spacers under the stem, but on riser bars, and drop the saddle..........

Well, if you look at this pic. It looks like you will be able to turn the stem around get a bit of rise out of it.

It'll look retarded if you turn it around.

If you look carefully you can see the bottom of the stem follows a path around the headset.

 

Im sure look will make a riser stem though.

Sure, but will look better then a full riser bar.

I'm sure that is rubber boot or something to make it smoother and protect the frame when the bars swing around.
