We rent the property where we live, eskom account is in the landlords name, already had 3 trips to the bank earlier this year to sort out their crap, now we can look forward to more headaches with idiots...

Johannesburg - Drivers may soon have to show proof of residence to keep their licences valid, similar to the Rica system currently in place for cellphones and bank accounts, according to a report on Tuesday.

This is one of the proposed amendments to the National Road Traffic Law announced in the Government Gazette last week, Beeld reported.

Motorists will have 12 months from the date of the amended law to show their full name, address, ID number and birth date to a licencing authority, and any change of address will also have to be reported within 21 days.

Another noteworthy addition to the law is the suggestion that vehicles older than 10 years will have to undergo a roadworthy test every second year, but this would not apply to vintage cars.

Vehicles that have been written off by insurance companies will not be permitted to be registered again, and the use of chassis parts from such cars to build other cars will also be illegal.

A further suggestion is that new drivers receive temporary licences that will be valid for a year. During this time, the licence will be suspended if the trainee driver commits more than six traffic offences.

Edzachery. There are a lot of people out there that are driving cars and company vehicled that do not have a fixed address (informal settlements come to mind) not to mention taxis that need to be COR'd... That could be interesting. Taxi drivers cause havoc in Durban because they are beiing pulled over in peak hour traffic to be issued tickets.... At some point in the past didn't public transport vehicles have to go for COF annualy?

This is one of those ideas that look wonderful on paper... If it is not implemented properly, it will only lead to headaches for the normal aw-abiding citizens...

about time to get some sort of legislation regarding old unroadworthy cars going. And no, just because we have doubt who is going to police it, it can't mean we shouldn't have the law. else we'd be legalizing rape too. regular check are needed - as one of the many steps - to make roads safer. Think about it: SA, 40 million people, 10 million cars, speed limit 120km/h, 11000 people killed every year. Germany, 80 million people, 40 million cars, no speed limit, 4000 people killed every year.

Happy to Rica my drivers too - it will flush out some of the fly-by-nights

Really? Too accomodate the millions of homeless, both RICA and FICA, accept an affidavit that you live at xyz address... Your move.

Roadworthy is about R 250 i think - that will mean R 10.42 per month.

Im willing to pay that to get the rest of the crap off the road any day!

In Principle i agree, but this will once again affect certain individuals more than others, the major culprits like the Taxi's busses, etc will probably escape penalty as per usual, but it will do a lot for the state of the vehicles on the road.

why is it every time someone disagrees with a law it's - "what about the taxis" or "what about the shack dwellers".

come to think of it, some of the worst drivers I see on the roads daily are the chops in their expensive german cars.

Seems not a bad idea on paper, but will it be effective?

After all, lets be honest what does a Drives License actually mean here? that you can drive safely and responsibility and undertake to drive a roadworthy vehicle? NOPE. Nothing. Mahala. Walang.

I dont know, we are already forced to rica bank accounts, 99.9% of people who have a drivers licence has a bank account, simply share that information with the traffic department, that way its less admin, less PT and it wont cost the taxpayer another couple of billion to have the traffic department change their systems / software and storage to facilitate a RICA type system.
