Take a destroyed carbon adult bike and basically cut it up and make it smaller. Chilled. This way, BB, drop outs, steerer and seat tube all standard. Let him learn to ride a heavy bike. He'll thank you for it later in life.

With the rate that kids grow, why not get him something heavier to make him stronger! When he is a competitive teenager then get him something light!

I am rather handy with carbon fibre, not with welding Alu or steel. Also, spend wise, for what you pay for a really poor excuse for a bike I could build something with better geometry and he will enjoy. As for the weight will make him stronger, kids have 'X' energy. It gets expended over time. By having a heavier bike he just uses more energy quicker. With the light bike he will just ride for longer.

He does however love shouting for Kittel though. He is a little confused why he is wearing green and not his quickstep kit.
