Have you contacted the roads or town planning department to ask them RE the works?

 

That area should fall under Southern District, relevant details attached and hopefully they can assist you.

I might go up there and ask...

The planning offices are closed to the public thanks to Covid, you would have to call or send an email to the addy on the contacts list. 

 

Staff are working from home, with the land lines directed to their cell or land lines.....personally I have found that when you make contact with the council staff whilst they are working from home, they are far more approachable and willing to assist vs when they are sitting in office.

Ah ... that is a completely different subject all together .... but do make the call to council first as the developer may just have approval for the works.

Another approach would be to get the local Sentinel Newspaper on to the story, that will get the local public all worked up like they do best in the Republic

I will think we should first talk to developer...

I would be very interested in knowing what constitutes an "ancient use" time frame.

detailed! Where does one start?

 

I once owned a property where the deed specified servitude (albeit it was for underground infrastructure etc.) ... but the property deed might thus have something in it

So if it is classified servitude, it must stay open to the public?

Interesting that this Google Earth pic shows the Pipe track labelled as "Bay Rd"
