More likely in Freiburg, Germany. That's where Cannondale's design/engineering services are, plus the team is based in Germany. 
The Bethel facility was sold off or closed in the early 2000s when manufacturing moved to Asia, bike assembly is in the US (Connecuit I think) Holland and Taiwan. The joys of globalisation.

Definitely in the states somewhere. The team are all there now for the last rounds of the WC. There are no spray facilities in Freiburg.

Maybe not with Cannondale, but there are several specialist paint shops in Freiburg.
Even in the states, which makes sense, it would be an independent. 
Speculation aside, it would be a nice touch if they'd managed to do it here in the S of A, there's some good skills. Would imagine timing/logistics being a challenge though.

Regardless looking forward to seeing a Saffa rolling the rainbow.

Cannondale Maintained the Bethel facility. It's listed as Bethel, CT not PA, my bad. It had been in use for some time as the technology centre and Lefty assembly. It appears hey have moved to their facility in Wilton CT and sold off the Bethel facility. Pity it was a superb place to have a bike assembly plant.

Lefty components are all manufactured in Taiwan, except for the Carbon Lefty uppers which Cannondale maintained control of  at least till 2019. Could be it also moved to Taiwan but they are quite adamant about keeping control the forks layup due to safety.

You're right it could be Freiburg as there is no date on the picture but since one of the team guys mentioned to me they have some new kit for their riders waiting in the US for Snowshoe I figured that it was being prepped at the assembly facility which I thought was Bethel but is actually Wilton.
