It's aluminium I take it? Easy to diy. Pro tip, clamp the fork in an old stem to do a precise cut. You don't even need a fancy new hacksaw blade like you would with a carbon steerer. Extra bonus tip, measure twice, then measure again. You can cut a piece off, but you can't cut a piece on.

Not if he puts a set of Neutrons or Nucleons on it. Those will be lighter than the carbon ones you suggest. PS, I have Neutrons (aluminium) on my Campag super record bike, and it's lighter than 7kgs.
