Doing a few raids is a temp solution.
The people who are living on the side of the trail need to relocated and housed elsewhere and then the access to the lanes need to be secured. Problem here is that they are living on SANRAIL property and CoCT can not actively do anything about it, and national Gov. does not really give a dam.
If they are able to clear away they are still stuck with the issue that there is very little visibility on the lanes and users of the lanes, so people are at risk of muggers. Continuous patrolling will help, but that carries a cost factor which can be better invested in high crime neighbourhoods in the Cape Flats, etc where people desperately need security.
Long term solution is to relocate the lane to run parallel to the N1 and where there is a high level of visibility. That too carries complications with Gov. Roads, but this can be resolved.
