Anything less than 720 is sacrilege If you must cut them, you'll need a saw guide, some masking tape, a 32T hacksaw blade and some fine sandpaper. Wrap the area around the cut in a layer of masking tape to stop splintering, mark the length, attach the guide and cut slowly. Sand smooth and chamfer the inner and outer edges and you're done.

I find this too long for me and have switched mine to a 60mm stem. Better control and doesn't feel like I'm being pulled forward. But if you really don't like the wide bars, take it to a bike shop.
