A bike/s are left on a locked rack (the seasoned pro thieves know how to break that off in seconds, and these are the okes you want) on a car in a car park and watched/filmed by people in other cars. Enough pressing of the thieve's balls into a corner/police brutality, and they may sing, leading the cops up the food chain to who's running these syndicates.
