What would be the approximate norm (for 2015/6) for a 650b/27.5 small frame dual suspension MTB around R20k to R30k budget?

I know that it would vary from make to make and specs, but for 2015/16, what would be a good indication (to the nearest 0.5kg or even 1kg) on acceptable weight you would expect from this size: Small frame, 650b.

XC race bike or hardcore trail machine?

also frame size doesn't affect it much, bigger frames are just longer tubes where most of the weight is in the joins,

Mine weighs 25kg when pedaling uphill and 2.5kg when heading south.

My 15k (2012) 29er bike weighs just over 11kg with pedals. The factory weight (according to website) stated 12.1kg. I'm running a 1x10 setup and with some swopped components (handlebar, stem & saddle) and slightly lighter chain and cassette. OEM wheels. Lightweight, Large, alu frame. Conti tyres.

I'd say you should get around 12 or just below that.

If it's a new bike, then I would say around 12 - 13kg is decent. With some upgrades - lighter wheels and 1x10 you can probably go sub-12, but that will probably cost you another R10k.
