It allowed the club to sell the 2016 holiday memberships which holiday goers can still use up to the end of Jan, and allow for all those with school expenses etc. that still needs to be covered, to ride uninterrupted. The other option would have been to let the permits to run from Feb to Jan instead, but with processing over 3000 members renewals annually, I'm sure the club prefers the bigger window to do so.

If anything, it's a great gesture of the club to consider possible financial issues to prospective/current members, due to a variety of year end factors. 1 Dec - 31 Jan...whatever, get your permit and get on your bike.
