From what I understand he had taken the bike from somewhere and was trying to take the chain/padlock off. You must make contact with Cpt central police station if this could be yours.

It has a small red kettle-shaped bell on the handlebar and should have a green Bicycle Cape Town sticker below the stem.Was stolen in Rondebosch round about October last year.
