He doesn't have to be even 10 percent sure. You know what they say about ducks, right? If it looks like one and quacks like one, it probably is one. So if OP is suspicious, he is doing his bit by sharing his suspicion. Even if it hurts your or anyone else's feelings (ag shame is all I can say to that).

Hi Myles, could you please elaborate? Are there any things required like reading memorandum rights? If, by ludicrous coincidence such bike was passed down from business owner to worker and the worker feels grieved, I assume they can attempt suing for the wrongful arrest?
