That bolt isn't meant to hold your wheel while riding - it's just a "positioning bolt". The 2 allen keys to the right in the pic are what hold the wheel in place and need to be torqued correctly!

How do i know what's correctly - can I DIY this or is it a case of step away from the torque wrench

about double the amount of effort it takes to open A door handle , if something breaks you've gone too far

You have a bolt and a nut there. The bolt is for adjusting - once adjusted the nut is there to lock the bolt in place. Hold bolt and turn nut away from frame. Adjust the bolt then turn nut toward the frame till it is very firmly against the frame. Bob's your uncle no need for locktite.

Hold bolt stationary while turning nut and hold nut stationary while turning bolt.

The adjusting bolt(s) are for chain tension and wheel straightness.

Get the chain tension right then use the adjuster on the other side to get the wheel straight.

You may need to do this a few times as straightening the wheel mildly adjusts chain tension. It's a balance.

Now tighten the two Allen key bolts on eaxh aide as the other posters say.

Hmmm it is an SSer right? If not then skip the chain tension step - just straighten the wheel and tighten 4 Allen key bolts.
