If your not a pro you can receive bottles anyware you like, and yes if there is spectators allowed you can get bottles from them at the points. I have friends that get water bottles from their supporters at waterpoints, but yes it might be from the road just before the waterpoint if spectators are not allowed in the waterpoint.
