Import duties on cycling goods

Ordered a Bell Super helmet from CRC on Saturday and paid the DHL rates. It was supposed to be here on Tuesday but only got to SA on Wednesday. Received an invoice for the taxes this morning to have it cleared. Had to pay R750 on a R1500 product which I think is daylight robbery. I would have paid the same amount at my local bicycle store for the helmet. Won't be ordering online anytime soon.

I'm wondering if anyone has imported a bicycle from Europe and used the European Trade Agreement to forgo paying the normal import duties for complete bicycles? If I read the tariff book correctly on http://www.ftwonline.co.za/OrdinaryCustomsDutyFullDetail.aspx?tariffItemId=9575 complete bicycles sourced from Europe are exempt from duties. Anyone in the know that can verify? What would you need to do to make it so?

You will always pay VAT, the value is marked up by 10% and then the 14% is calculated based on the prevailing exchange rate

No you cant import it under EU, unless you have a EUR1 Certificate!!! You live in za and you will Pay 14%VAT + 10% ATV. And depend on what you import, you can also attract duties under Sec1 P2a and P2b of the Customs and Excise act. I know Because i work for Customs..

The trade agreement between SA & the EU states that only products manufactured in the EU ( there is a whole bunch of exclusions), are exempt from import duties. You are going to struggle to find a bicycle where all the parts are from Europe. Import the frame separate from the parts ( at least a week apart), and pay 0% duties - regardless where you import it from. But remember you still have to add 10% import VAT + 14% VAT+ whatever you paid for shipping. ( normally about 13%).

So the 3000 USD frame (you saw on some online bike store )is not R30 000. It is 3000 x 11,5 x 1,13 x 1,1 x 1,14 = R 48 887. So your local bike shop is not ripping you off when they are charging you R42 000 for said frame. :)

Does tyres also count as "components" with a 0% charge?

Looking at getting 26" tyres from CRC for a colleague

If you want to see whats classified under accessories for Bicycles, the its better to look in the Explanatory notes to the Tariff code used. There they will tell you everything..

Out of interest, when buying from CRC (or a similar such site) how are you charges the 14% VAT and 10%? Is it part of the DHL shipping fee that you pay?

VAT and duty if applicable will be recovered in 1 of 2 ways:

  • On the initial purchase at source as with Amazon on all purchases and something that local distributors have pushed for through SARS. I think SARS have invoked this for on-line purchases where the vendor has registered with SARS.
  • Courier clearing where courier will send you a bill payable before they clear your stuff.  This is an extra charge not in the shipping fee charged by the vendor.

Interesting, thanks!

Could someone please help me calculate how much one would expect to pay for a 2000 euro bike with a 399euro shipping fee? I'm just not quite getting how you calculate it.
