Nope, no such thing as a free lunch (unless you're a cadre, of course).
They charge a fee and then advise you of all the requirements - you submit to them; they vet your application and supporting documents to make sure there are no gaps, and once this is ticked off they submit on your behalf. Basically, they walk you through the entire process (and often do a lot of the legwork themselves).
The fee was pretty nominal (less than what they advertised on their website) and within a month or so payment was received. The online UIF portal of the Department of Labour is pretty much useless and I have heard too many stories of people having to go to the DoL offices and stand in queues for hour upon hour, month upon month. They took this pain away!
You better hurry though, my understanding is that you can only claim within one year...
