On a road TT if the weight is carried around the 'midriff' won't that affect the ability to ride in an aerodynamic way or at least reduce efficiency?

Achtung y'all! Would it be worth making the abovementioned swap? Besides riding a more 'boutique' frame which does appeal to me

Hope I'm not hijacking 'dale's thread too much by asking this. What is the most 'cost effective' (OK cheap) way to measure power for comparison purposes for improvement that is rather than against others? Hopefully that make sense? I do have a Garmin 500 ....
