Have to confess that I don't know if Hoogekraal was part of the 99er route. The single track in the pictures was part of the Epic Prologue. I think the 99er only gets as far as Meerendal.

Hubbers. It's early morning and I'm speed-reading through this, so what I'm about to say might be absolute bollocks or has been said already. Surely the level of fine assumes a professional athlete has been found guilty of taking a performance-enhancing substance, and that by enhancing performance has been able to secure/earn more income based on winnings and/or improved exposure. The fine is therefore merely a clawback of illegitimate income and a financial disincentive to take a banned substance. Of course this has no applicability in the case of an amateur athlete, and then the arguments of cost recovery related to the actual tests do come into play.
