Is the front wheel smaller or the rear wheel bigger? IE whats not standard(700c)

TT bikes had smaller wheels previously. Can't remember if it was 26in. It was phased out in early 90's.

They were 650c so not 27.5

 

650c wheels are about 200 grams a wheel lighter and still found on some ladies and kids bikes.

 

Laurent Jalabert used them on a few TdF climbing stages.
