My guess would be that is a vain attempt to get a tyre to inflate tubelessly that doesn't fit snugly on the rim!

Goodness - those are holes in the fork lowers as well. LOL. 

And the seatpost.....

Haha!!!!! I once welded mine together! It was an old el cheapo steel clamp and steel rails. It kept coming loose so I busted out the welding machine and fixed it for good.

I should've taken a picture.

Perhaps I still have it somewhere.

I must scratch around and see if I can find it.

That's almost a stock build, just the slicks that are aftermarket. Commuting is probably the best use for those things anyway.
