Simplest "facilitated" way is to join a club and go on group rides with them.

or

You could do the more random thing and just be friendly with other people out cycling when you do - maybe you click with someone, maybe not

or

Do what Eddy suggested

or

Do nothing and just be a loner...

You are in the right place or rather, on the right site.

 

Tell people where you are, what you ride and that you are looking for riding partners.

We need one more rider for a DC team, how is your road riding?

I can do a 3h08 Argus. Road riding not to bad.

But to answer the question: join a club.

 

Or go sit in your local bike shop and make pancakes for all folk who come in that day. Soon you will have plenty of friends. If you want more friends add in coffee. If you want to turn the bike shop into a speed dating LBS, add beer and wine.
