BMC Fan, I presume you refer to the HUB competition? No one can get negative points, however, the GC shuffles everyday and as riders move in and out of the GC, they win and loose points. Remember, the GC is only really worth something on the last day, until then its purely indicative. Once a rider gain a point in the other two cats, they cant loose it.
