Hi,

Just to check. Does bicycle helmets fall into tariff heading 6506.10.90 which is for:

Other headgear, whether or not lined or trimmed:

Safety headgear:

Other

If it does it attracts 25% duty? See page 404 of “LAPD-LPrim-Tariff-2012-04 - Schedule No 1 Part 1 Chapters 1 to 99”.

Or am I wrong in this assumption?

I haven't seen anyone reply to your post, and mine is almost 6 months later. Been a while since I last ordered something from abroad.

I paid 25% duty today for my order (helmet) from CRC. The tariff heading you quoted is the one showing on the SAD500.

Customs are hopeless useless oxygen-thieves.

Had a parcel there for a over a month!

They also calculated import duty on top of the shipping fee (which to my opinion is wrong), should only be the item.

Depending who you are shipping through, it's probably them to blame and not customs. Most of the time, the goods doesn't physically go to customs - it's all electronic. Only if an inspection is required that it will physically go through customs. I'm sure Lexx could confirm this.

  1. Where did you order from?
  2. How did you ship it? EMS, Parcel Force, USPS? Certainly not a private courier service provider (DHL, TNT, UPS, FedEX, etc).

My order from CRC contains 3 different items, one of which is subject to 25% duty. The amount that I have to pay for duty and ATV is spot on. The value of the helmet converted to ZAR * 25% excludes the shipping portion.

edit: In your case, the guys completing the SAD500 and other documents have probably used the wrong invoice value.

Order 1 - import:

16:52, Monday, 06 March - Order placed with CRC

13:01, Thursday, 09 March - order received.

Just over 68 hours for delivery using DHL. For me the convenience of paying the extra R277 cannot be recouped in any way using the postal service.

Order 2 - local:

Shoes I ordered from ASG yesterday will probably arrive tomorrow - seems it's going backwards and forwards between JHB and PTA.

Order 3 - local:

Same can't be said for another local order I placed (non cycling related) for my daughter's birthday next week. Two weeks have passed and I'm still having to contact the company every day to find out what's happening.

Seems that every time I call, they say they will process the order. they could learn a few things from the above two orders.

I bought a Garmin Edge from Evans Cycles and I must say I am pleasantly surprised by the whole experience. Parcel was sent by DHL and was only charged 14% VAT on the items I bought. I did the transaction on Tuesday evening, got my parcel Friday morning, easy peazy.

DHL does make international orders a pleasant experience.

i must say, a good local delivery experience is very, very, very rare for me. Whether its from Jhb or around the corner from CWC, i've had, compared to stuff shipped from CRC, an utterly pathetic experience in general. I dread going local tbh. Seems cape town branches of local courier companies just don't seem to give a toss about  professionalism.

I've nothing but awesome service from CWC, and that includes their chosen logistics company, which I've actually found to be exceptionally awesome/goood/fantastic every time.

About to order the following

SLX mech

SLX cassette

KMC chain

and XT shifter

From CRC now there are no duties on components right ? Just tax in which case

I'm paying CRC 148 pounds ( R 2 360)

and then customs another R 331 , RIGHT ?

Customs is roughly 15%, no import duties.

The ZAR/GBP exchange rate on the day of clearance applies.

No vat on overseas DHL.

I think DHL charges around R150.00 clearance fee.

Contact DHL express as soon as you have a waybill number so that they can send you an invoice to pay the vat, clearance etc.

ZAR/GBP is calculated using a rate on the SARS website.

tools.sars.gov.za/rex/rates/default.aspx

It's on the date of shipment and not customs clearance.

If you placed your order today, the rate for today is 0.061514 = R2405.96 for SARS purposes.
