What I do with bolts like that is take them out and carefully put the threaded section in a drill or dremel tool. Use brasso or marine shine with a rag and shine it up. If the rust is stubborn you can take very fine sand paper(1000+) and do the same. Just be careful not to damage the thread in the chuck
