You can then also pack stuff next to them and you don't have wet muddy dog all over everything. (Except that it is a stupid picture, because a Dalmation is useless as a working dog, because we no longer have horse drawn coaches that they can run alongside and look smart.) Standard practise here in Europe to transport dogs in a cage like that.I think the law says they have to be transported in a way that they cannot pose a danger to the driver in the event of an accident.Generally they also will do a better job of protecting the hound in an event of an accident.
