The water pipeline contract which was initiated in 2009 has not been completed which has forced the closure of the park due to safety reasons.( they cannot fight the fires) This will undoubtedly not be completed soon as those responsible will wait for the place to decay untill the costs to fix all the damaged/looted/burnt down infrastructure will be too expensive to fix/ will not fit into the expeniture plan as no political mileage can be scored from that investment. Thereafter it will be sold to a connected developer for 2 cows, 1 bakkie and 2 milion swiss francs.
