Not necessarily, but it is advisable to get a Narrow/Wide chainring and/or clutch derailleur. Though there are people who make do without either.

There may have been a slight tongue in cheek there.

I'm not sure, I'll check with a frame builder I know. Also maybe contact the guys from Salvo BMX, they use Chromoly on their frames. Can ask them where they source it. They can also do the TIG welding for you.
