Might be a little thread drift, but where is CSA in all of this? Do they not have T&C's that cover the rider (read as member paying the R50 or annual membership) in the event of a mishap like this, and insist on a full refund to the people that entered? Or are they merely happy to flex some muscles to the organisers and insist on a license per rider to get their cut of the cake from a mass event? 

I'd be surprised if they didn't have a horse in this race

Maybe something could be said about the late changes asked by the municipality, but more so - how badly must you suck at events planning to get to within 2 days of your event without having written approval from the municipality? A competent organiser would have had approvals in place months in advance, and if not wouldn't open for entries.

Agreed on the basis that HP is already Blacklisted (based on information shared on another platform) for the Central Gauteng Region and is not allowed to host / present in the region.  However they're still allowed for North Gauteng.

It’s not as simple as that, and I’m in no way defending this specific organiser. Approval could be given a month in advance and something forces a change. The JOC at the council needs to be advised. They are made up of all emergency services and council departments, and they aren’t always available. I’ve been involved with my club’s race since 2006, and we’ve never had approval longer than a few weeks before the event. It’s something we have to deal with.

The problem here is promising things like 80% road closure, in the hope that critical mass will be reached in participants, to then cover the extra costs. If most races are getting less than 2000 entries, excluding 947, what makes an organiser think they will get more than that.

This entire debacle smells like HP trying to cut corners hoping they could just push everything through.
