What’s your thoughts?

to big to plug?

fractionally over 1cm cut on the inside.

outside is only 6mm or so, but clearly the tires compromised and it will likely run to the full inner 1cm.

my thoughts are new tire time.

You could possibly stick a patch in the inside if it was a road tyre.
Maybe even a mushroom plug if it were MTB.

It also depends on how old the tyre is.
Old = chuck
New = attempt to salvage (maybe)

Mushroom plugs are such good money savers. I rarely chuck tyres that aren't bald anymore. Lekker rubber cement and if need be a socket (for the outside stump) on a g-clamp and wood block to get it nice and stuck over night. Just remember to rough it up propper and take latex off.

if it was a rod tyre then the max pressure a simple patch can handle is about 60psi. Otherwise thats a simple solution

Mushroom Plug is only Suitable for Round Holes You need a Big Patch for a Cut Like That

Sand it Slightly apply Glue Let it Dry Place the Patch and Apply Pressure.

Otherwise You Need a Very Big Mushroom Plug.
