The Spez Sequoia is also brilliant... Depending on the size, I've seen a few being advertised.

Otherwise, if the budget is big enough, Chumba make beautiful bike frames. I bought a Velo-Orange and had it shipped via aramex global shopper.

I'm of the opinion that one needs to buy a GOOD steel bike for it to be 'better' that other materials. 

Cheap steel is just heavy and not amazing. 

Steel for steel sake lands up being expensive and disappointing....

I rode a friend's Norco Search a couple of times, great bike and excellent value for money. His was definitely an alu frame version though.

There were a few steel Rondo frames - not sure if there are any left though.

I got my steel frame made by Dave Mercer. Not imported or custom, but his 'off the shelf' geometry.

You get a steel version aswell, not as common as the alu version though

Alternatively you could go for local bespoke build with Mercer and your customer would have a bike for life.
