It's expressing the percentages as a decimal. 0.02 * 0.05 = 0.001 which is 0.1% Excel is a tricky bitch when it comes to percentages. As is the question, because if you do the calculation without dropping the percentages, it automatically reverts to the decimal equivalent, which corrupts the equation.
