This is my answer:

 

25. 1 rabbit, 12 monkeys and 12 parrots. The rabbit is going to the river, the 6 elephants aren't going to the river. But, each elephant saw 2 monkeys (6x2=12) going to the river and each monkey had a parrot (12). So, 1 rabbit + 12 monkeys + 12 parrots = 25 animals.

ah, but it's EVERY, not each.

That is true. They could be deliberately trying to trick us.

 

To me, however, "Every elephant saw" suggests 6 x 2.

 

A different verb would suggest the same thing: If I said every elephant drank 2 beers, it would suggest each elephant drank 2 beers, not that all the elephants drank the same 2 beers.

1 rabbit

2 monkeys, each elephant saw 2 (the same 2) monkeys

2 monkeys held 1 parrot in their hands= 2 parrots, but are the parrots going towards the river (i don't think so parrots are begin carried)

thus 3 animals

Ah, here I would disagree. The parrots are still going towards the river, whether they are being carried or not.
