Frosty doesn’t need support, but will be willing to cooperate with competent volunteers in those positions that need the support.

First thing that needs to happen is access to the list of affiliated members, and then to engage with them. But that seems almost impossible to get the membership info from CyclingSA.

It isn’t a requirement to belong to a club to get membership with the region and CSA, but the individual is ignored and a select few clubs are also on the list. Some clubs don’t want to affiliate, they just want to have a common meeting point, ride in a group and enjoy each other’s company. It’s for that reason, and a few others that Frosty won’t get involved with the region - at least while it ignores the basics.

I mentioned it before. The last time i took out CSA membership i noticed that part of my payment went to Gauteng East cycling, on inquiring I found out that this is the new (sub) region I belong to. I sent an email to CSA and Gauteng for more info on when notification went out, who are the new representatives and how were they elected. I also inquired what is the process for members who are not affiliated to a club . Reply from both ? None, which is what the current status of my CSA membership now is.

Which event is that?

According to the rules, anyone without a CyclingSA Membership must take out a day licence for each day (if a stage race).

SECTION 2: RACES
3.4 PARTICIPANTS AT ROAD CYCLING EVENTS
3.4.1 All cyclists participating in road cycling events sanctioned by Cycling SA are required to hold a licence issued by Cycling SA Cycling or recognised by the UCI. Licenses may consist of one of the following:
3.4.1.1 International Licence recognised by the UCI.
3.4.1.2 Full Racing Licence.
3.4.1.3 Schools Competitive Membership
3.4.1.4 Cycling SA Membership.
3.4.1.5 Day Licence which is issued to a cyclist not holding at least a valid and current Membership Licence or who is unable to produce a valid and current licence upon being requested to do so. Except for Provincial Championships where a day licence holder may participate in age specific race categories, the holder of a day licence shall not be eligible for prize money or be permitted to race in specified age categories in A, B or C category events sanctioned by Cycling South Africa. Provided that, the Commissaires Panel may permit day licence holders to compete in specified age categories in A, B or C category events by having regard to the number of riders competing in a specified age category, failing which a day licence shall only be valid for participation in the “open” batches where prize money is not allocated and not in specified age categories.
(Amendment of 3.4.1.5 approved by EXCO on 9 February 2019)

MTB rules:
0.0 General Regulations : Mountain Bike
These regulations are based mainly on the UCI Mountain Bike Regulations. Revision of the regulations is the responsibility of the Technical Commissioner in collaboration with the Commissaire Panel. These Regulations are the property of Cycling SA MTB and any race organiser applying them must state in event information that Cycling SA MTB Regulations are applicable. These rules are also applicable to all associate members and affiliates of Cycling SA, and for all MTB disciplines covered in these regulations.

Where these rules may be inconsistent with UCI regulations for whatever reason, the UCI rules will hold precedence.

01 Racing License and Identification
01.01 A valid Cycling South Africa membership/ license or foreign license is required for participation in all Cycling SA MTB sanctioned events, including, but not limited to Cross Country, MTB Marathons, Enduro, Downhill, Time Trial, Observed Trials, 4X, Stage Races, MTB relays and endurance events. The licensing requirements for all cycling events are determined by Cycling South Africa and may vary from season to season.

01.02 All sanctioned MTB events require the participant to carry a membership/license. Exemptions may be granted, after due application to Cycling SA, AND to the relevant Cycling SA commission, and are therefore never implied. Cycling SA reserves the right to query and revoke such status at any time prior to such an event.

01.03 A rider must present his/her membership/license at registration in order to compete. Any rider who cannot present an annual membership/licence must purchase a Day Licence for each day of that event. Lost licenses may be replaced on payment of the required fee to the licensing department of Cycling South Africa. For the National Series and National Championships, riders are not permitted to ride with a day licence.

My 10 cents

I was recently banned for taking part in a non sanctioned event, a few athletes were caught (racing licence holders) but not all of them. I asked CSA how they identify who gets banned for taking part in a non sanctioned event with a racing licence and the response was " I'm not sure ". It just annoys me how inconstant they are with enforcing their own rules, almost as if they enforce the rules when it suites them and other times just letting things slide.

It’s not “almost as if” they do just enforce rules as and when it suits them.

look on CSA web site. I heard that day licenses can be taken out directly on CSA web site. Could be something that the race organizer decided, not to get involved in managing day licenses. At Track and I think also BMX we insist on CSA membership.

Not talking on behalf of CSA here, but the way I understand it the regions are expected to forward infringements to CSA.

So you will find that races in the regions that have active commissions will be targeting riders a bit more.

catch 22, we want our regions to do their job, govern the sport, make sure races are safe and racing is fair, do colours policies, support cycling, support cyclists, do development etc. None of this can be done without some funds and the support and involvement of the cycling community.

The flip side of this is that where there are not active commissions you will also find that none of the above is being delivered either.

Much of what you say is true. However at best it is a case of correlation to a degree. Not causation.

Deal with the causation and the support shall be forthcoming.

As it stands the interpretation and implimentation of the 'forbidden race rule' is problematic and counter productive.

The option also exists for the Day license to be charged with entry and some of the entry service providers do this and then pay the money over to CSA afterwards.(Less an admin fee of course)

If none of these options exist, my guess is that the race organiser made the call not to accept day licenses.

There are also various rules with regards to podiums etc with day licenses that you need tobe aware of if you plan to podium.

He is too busy planning a 75min 21km to be worried about pre planned podiums.

Perhaps because it runs over 24 hours split over two days so the bureaucrats want 2x day licenses??

Maybe just plug your old CSA membership number in (if you had one?) and see what happens!?

Maybe things have changed, but last two years I just plugged any random number in and it worked. CSA  what what is a sham anyway.
