I would go and look at all of the Scott and Spesialize bikes I can afford and choose the one I like the most and that suits my riding needs the best.

For that money you can get a good spec bike as well as good frame

I think you are better off asking for a good and reliable LBS in your area that one can trust with un-biased views who can guide you with your bike selection if you are new to the sport.
