team number allocation is largely subjective with a smattering of UCI points ranking thrown in. Here's what you friend Ai has to say:

 

Team numbers for the Cape Epic Elite Men's category, particularly for the prologue, are allocated based on a combination of UCI ranking, team strength, and, most notably, the performance of the team's riders in the previous year's event.

• Top Seeding: The previous year's overall winners typically receive race number "1" (with teammates assigned 1-2).
• Performance-Based Allocation: Subsequent numbers are assigned to elite teams based on their UCI rankings and status as top favorites for the podium.
• Prologue Start Order: For the prologue, these assigned numbers generally determine the start order, with top-seeded teams starting later in the day to increase the drama and media coverage of the top contenders.
• Elite Field: The Elite Men's category usually consists of approximately 50 strong UCI teams.

I have done some long rides with a couple of ladies training for CE .... normal working class amateurs .... 100km later if they do an interval UP HILL ... they DROP that ebike ...

I hear you... on the steep fire road climb up pass Coetzenberg (granny gear type steep), the wife and myself were riding next to each other and I heard a bike coming at speed and suggested to her to move out the way because there's someone coming up very fast on an ebike and then Wout Alleman passed us doing an interval... and he wasn't on an ebike. I almost got off and sold my bike, the speed was just stupid fast 😲

interestingly her teamie was also pinged, for dexamethasone and had his appeal upheld and served 6months.

I have found her and her team mates names on the Cape Epic start list so maybe Babse is right and the Epic's new owners have thrown out the life time ban because maybe they realise they' wouldn't have any triathletes and precious few rugby players to promote their event?

So probably the most notorious Cape Epic doping scandal involved someone who they pretty much wrote that rule about. but it was retrospective so he's been back pretty much every year since he was in the green again (and running a half decent bike shop too). All things considering, the choice of team name this year is slightly provocative in this regard.  (and know I'm not putting his actual name since I don't really have time for Emma letters, IFYKYK)
