How complete is the frames, is it still straight, is the controls and clocks there (these are difficult to find) etc..

It will still cost a bit to source and fit missing parts.Retrofitting can be a challenge sometimes.

I may be able to get my hands on two RD350 Frames and spares but no motors or forks...

Would it be worthwhile to start on something like this?

Could be an interesting hybrid project... nothing a welding machine, grinder, pencil, paper, and a bit of ingenuity couldn't fix. Depends on how much you can get them for though......

If the frames have papers and wiring looms its worth it. Wouldnt pay more than R4000 for them though, at the most.

Without papers its a beaurocratic mess of police clearances, etc.

Withour papers it would be a track or show bike

YES!!!!

Can always retrofit a more modern fork to it (TZR250), and to find a motor should not be too difficult. (lots of Banshee's still around)

Andy!?

Its all possible - just depends on how much patience and time (read RRRRRRR's) you have.  On the Scrambler I am building currently I have already run into some problems - DT front wheel doesn't fit Velocette front forks, DT front forks wont fit Velocette yoke, DT yoke fits into Velocette frame but the steering stops don't line up so the forks will hit the tank...

Tank from Honda fits the Velocette frame but it's too deep so I have to cut off the bottom and reweld it to make it fit.

So I guess I am saying if you are handy with a spanner, a lathe and a milling machine then its  lovely project.  If not, you are going to struggle!

The problem you might have is if you are missing the seats, tank and basics like wheels to make the rolling chassis its going to be a mission to build something up out of two frames.  And then if they don't have papers as the guys have mentioned, you'll never be able to get them on the road.  Banshee motors will bolt right in, but the problem you have there is that a lot of the ATV engine and frame numbers have been flagged on NATIS as non-roadworthy, so you'll never get clearance to get a disk anyway even if you get one which is all legit.  A few years back when Jade Gutzeit (I think) went to race in Europe the race rules stated the bikes needed to be road legal.  Jade rode a modified YZ250 then, so we had to register the YZ250 for road use.  It was a mission to unblock the YZ250 model code on eNatis to allow it to be issued a License number - but we eventually got it right.  So, in case anyone is wondering, the YZ250 2-stroke is able to be registered for road use in SA........
