It does seem like the fork on the empire is different as there is not a cable port visible from what I can see on the empire's fork  (unlike on the frame where the plug is visible in the downtube).

This COULD mean that there is no hole in the steerer on the pro one to feed the cable into inside the headset if it is this style of routing:

This can be overcome with a top fed system though.

To the OP once you've calmed down consider that you also have the option to run a Redshift or Vecnum stem with your current setup in addition to the headset maintenance access.  

As Michael S tried to investigate above the devil is in the details of the frame and fork internal cable guides and whether they can be accessed from the headset.

So I guess the OP was asking for FULL internal cable routing whereas the advice given spoke to partial internal cable routing. 
 

either way I’d rather take the partial internal routing anyday for easy of maintenance. Currently still enjoying this with my Mtb as I do t have to remove the brakes and fork everytime I service the headset top bearing

to be fair a bit of logic applied from looking at the photos photos would have saved the OP a lot of disappointment

I think the OP was hoping that the fork was exactly the same internally. It might well But the only way to Check is to remove the fork and check for the cable entry ports on the front of the taper above the bearing crown race. If those are there then the cable can be routed through the fork with all the difficulty and las that presents

Thinking the guy perhaps is talking about headset cable routing. Which is an advertised option afaik, including the Cyphers. 
Objectively there's obviously some kind of miscommunication, it happens, equally the frustration is understandable. 

Personally, as cool as it looks I think internal cable routing via the headset is silly for off road bikes. Ok fine is someone is throwing big bucks because on balance they are spending on servicing and it becomes just another line item.
But other than aesthetics it serves no real functionality, other than a pita for maintenance and admin. So for entry/mid range market, generally a bit silly.

My Giant  Revolt has external cables mechanical shifting  thus brake and gear cables. I mount my front light under my Garmin upfront mount.  Internal cables would have been much easier as the cables are in the way of the light and cause rattles sometimes / can sometimes also intervene with steering . But i can replace a headset bearings very easily
