That is a Banksy piece. Most of his stuff carry a strong message. I'd classify most of his/her pieces art.

 

I say his/her as Banksy's identity has never been confirmed.

This piece is in the Singapore Botanic Gardens, and is far more impressive in real life

We've even got our own RSA section in one of the greenhouses in the Singapore Gardens on the Bay, the closest one in this photo;

My personal fave Graffiti artists are Mars and nomad. They have done some comissions for our company ( so I may be a little bias, and to see them work is special, specifically seeing the design process and the end result.)

 

Nomad's work is on the walls at Mad Giant brewery in Fox street, as well as two of SAB head offices.

And mars did some work in the sab offices as well as some of our other clients.
