I don't quite know why that is. Over Devils Peak, which is my own backyard, I could spot a pair nearly at will, often with a youngster too, circling the thermals. Now it is a very special occasion if I see a lone one. I haven't seen many in Tokai either, but I do spot the Fish Eagles there quite regularly.
