Is it not law to wear a helmet there?  Or are there just irresponsible law breakers in your country?

Spent the last 3 days being a support driver for this Marriott group who were cycling for charity. 

Did all the passes,Bainskloof,Du Toitskloof,Helshoogte,Franshhoek,Clarens Dr and Chappies.

Saw lots of very interesting bikes.Quite a logistics challenge keeping it all together

However if your bike does not have lights they can fine you. 

 

Yes, and the lights and the reflectors (on the pedals as well).

Just done a trip to Amsterdam and they have a practical solution where if it goes <40km/h then no helmet required, including scooters, to allow for all those commuters and people doing their daily chores by bike.
